Flock Safety operates the largest automated license plate reader network in the country, but "license plate reader" and "Flock" are not synonyms. Several major cities use entirely different vendors — and a few use none at all.
Cities using Flock
Houston (about 318 cameras), Dallas (about 684), Oakland (about 291), San Francisco, Atlanta, Norfolk (about 176), and San Jose (about 474) are among the large cities with active Flock programs documented in our records.
Cities using other vendors
- Chicago — no Flock contract; has used other ALPR systems for decades.
- Sacramento — about 180 fixed Motorola ALPRs.
- Phoenix — 132 Motorola devices, through 2029.
- San Antonio — Axon, not Flock.
- Baltimore — Leonardo ELSAG, not Flock.
- Philadelphia — more than 700 Genetec readers.
- Pittsburgh — no Flock contract; regulated under a 2008 privacy ordinance.
Why the vendor matters — and why it doesn't
Data-sharing and retention rules are set by each agency's policy and contract, not just by the vendor. The question that matters in every city is the same: who can search the data, for what, and for how long it's kept. See each city's record for the sourced answer.
